Mr. McElwee came to KAUST from the University of Georgia where, from 2006 to 2009, he was General Counsel of the University of Georgia Research Foundation. Mr. McElwee led the modernization of the University’s agricultural licensing programs, facilitated the development of new media ventures relating to digital TV, advised UGARF’s research and licensing programs (FY 2008 - $200 million sponsored research, $23 million royalties) and managed outside patent and litigation counsel. He was a member of the Board of Regents Copyright Committee that wrote the new University of Georgia copyright policy in 2009. From 2000 to 2006, Mr. McElwee was Intellectual Property Counsel at the University of Illinois at Chicago (UIC), where his practice focused on sponsored research, patent and copyright licensing. He came to UIC in 2000 from Marquette University, where he was founder and director of the technology transfer program and a research administrator for nine years. Mr. McElwee is a graduate of the Southern Methodist University School of Law and co-author of “Licensing Intellectual Property,” the first law school textbook devoted exclusively to licensing, now in its second edition. He was an adjunct faculty member at Kent College of Law in Chicago in 2005. From 1998-2000, he as was a co-founder and legal counsel to two startup companies, Chrysalis Technologies and ThatsBrilliant.com. He is a member of the Association of University Technology Managers and the Licensing Executives Society and speaks regularly on intellectual property topics. He began his law career in private practice in Dallas, Texas. He is licensed to practice law in Illinois, Texas, Wisconsin and Georgia.
